How to create VAT for charging guests and for charging it on management fees?

Guest will be charged VAT if the Tax Item is one of the following:

• Accommodation

• Fee/Upsells

• Penalty

VAT will be charged to the Owner (not the Guest) if the Tax Item is Management Fee. In this case, the VAT amount is added to the Management Fee, and the guest will not be affected.
